Should police have shot Parrot?

I’ve gotten several e-mails and phone calls about my story on the dog that was shot during the Adams Morgan festival Sunday afternoon.

Most are from witnesses supporting the dog owner’s version of events, though none yet have been able to say what happened down in the stairwell where the dog was ultimately shot.

Sherita Ala’i, for example, wrote to say her daughter, 9-year-old Neda Changuit, was the one mentioned at the bottom of the story, watching in horror as the shooting unfolded.

She said the dog was “subdued/contained” and there was “no need” for the police to shoot it. Though she did not see the dog after it was down the steps, she said she watched "with shock and total disbelief" as the officer fired.

“I thought initially that it couldn't possibly be a real gun,” she said.

Conor Healy, Neda’s father, said he, too, saw the officer draw his gun and fire. He said the officer did so calmly, after it appeared the situation had been resolved.

“Thankfully we didn’t see the bloody mess that was created," he said. "It just seemed completely out of proportion and just shocking that somebody would fire a gun on the street.”

Their accounts highlight the two main points of dispute here. First, was the dog under control before the officer threw him down the stairwell, or even before the officer got involved? And second, did the dog charge the officer before he shot?

Jacob Kishter, commander of the police's third district, said the officer remains on full duty status while investigators probe what happened. He said while he has no information to contradict what he said Sunday -- essentially, that Officer Scott Fike was justified in shooting the dog -- the investigation is ongoing. Police have received e-mails about the case, he said, and are reviewing pictures and other materials that have surfaced on neighborhood listservs.

A picture is circulating online that seems to show the dog, a 2-year-old Shar-Pei mix named Parrot, being controlled by the officer in the way his owner has described. The owner, Aaron Block, said even before this, he himself had the dog under control, and then an officer took him away.

Other witnesses have said the situation was more chaotic. Soleiman Askarinam, the owner of Spaghetti Garden, said several officers had to get the dog under control, and he felt police “did a good job” in controlling a volatile situation.

Tony De Pass, 67, a former D.C. police officer who lives in Northwest, said the dog snapped at the officer as the officer was holding it down, which prompted the officer to toss it down the stairwell. De Pass also said the dog charged at the officer before the shooting.

Lucky Dog Animal Rescue, the group that was trying to adopt out Parrot, has released a copy of the police report in the incident.

The report is nearly identical to Fike's and De Pass's accounts.

It’s important to note that police do not dispute that the officer had the dog pinned before the shooting. They simply dispute that the situation was totally under control at that moment in time.

Explanation: What does Earth look like from the planet Mercury? The robotic spacecraft MESSENGER found out as it looked toward the Earth during its closest approach to the Sun about three months ago. The Earth and Moon are visible as the double spot on the lower left of the above image. Now MESSENGER was not at Mercury when it took the above image, but at a location from which the view would be similar. From Mercury, both the Earth and its comparatively large moon will always appear as small circles of reflected sunlight and will never show a crescent phase. MESSENGER has zipped right by Mercury three times since being launched in 2004, and is scheduled to enter orbit around the innermost planet in March of 2011.

Request on behalf of a single-parent family

Shalom Everyone,

I have a special request on behalf of a single-parent family we assist.  Two children live with their father who is a disabled veteran of the IDF special forces.  Since he is 100% disabled, he cannot work.  His monthly disability payments are only enough to cover rent.  He cannot afford to buy groceries for his children.

This is one of many single-father households that fall between the cracks of Israeli welfare.  Single mothers in the exact same situation receive monthly alimony, food stipends, clothing allowances and discounts in addition to their disability payments.  In 2011 the Love for Israel Relief Fund has been trying to help disabled single fathers like this man secure the same resources as disabled single mothers for their children.  To date we have not been successful.

The Love for Israel Relief Fund believes all children have a right to eat healthy meals every day – regardless of their single-parent’s gender.  Therefore, I am sending a special appeal on behalf of this needy family.  I would like to secure $250 per month in grocery vouchers for them.  These vouchers can only be used at select grocery stores to buy household goods – ensuring the donated funds get used as intended.

Now that Hamas has freed Gilad Schalit, thousands of Israeli parents are asking the Ministry of Welfare to return their children being withheld from them by social workers. "The welfare system uses a 'divide-and-conquer' method to break up distressed families," says David Weisskopf, founder of the UnPromisedLand channel. One of the victims, a retired elite air force pilot, alleges that social workers kidnapped his infant son to put up for adoption. Such allegations are nothing new. The most infamous case involved the disappearance of 1,033 Yemenite children in the 1950's. Those families maintain that social workers kidnapped and sold their babies to childless couples.

Another victim complains that social workers took her newborn baby at birth. According to a television interview, this mother alleges the social workers used an older daughter's "misbehavior in school" to justify taking away her newborn infant.

"Instead of diffusing family crisis, court-appointed social workers actually make the problem much worse with a devastating impact on our children. They isolate each victim by telling each one, 'You are the only problem'," Weisskopf states. In reality, the Ministry of Welfare claimed 429,000 children were at-risk in 2010. Though Israel has one of the lowest crime rates in the world, social workers cut children off from their biological parents 20 times more frequently than the most dangerous cities in the United States.

A native of Chicago; Weisskopf has worked as a child welfare professional, consulted with the director of the Illinois Department of Children & Family Services, served as an advisor to the chairman of the Knesset Social Welfare Lobby and was a licensed foster parent for some of the state's hardest cases. All of which amounted to nothing in the Israeli welfare system when it came to his own children.

"During the first year of my divorce proceedings, they only allowed me one hour per week with my children. If they could do this to me so easily, how many others have they done this to?"

Over 50,000 viewers have visited the UnPromisedLand channel on YouTube in its first month. The YouTube channel gathers stories from victims of Israel's abusive welfare system. Weisskopf posted satirical videos using exerts from his own real-life therapy session to reveal a glimpse of the horrific treatment victims routinely face. "I wanted the audience to laugh and hurt at the same time."

The UnPromisedLand channel links to a database of Israeli embassies for viewers to write to their nearest Israeli embassy and find out why donations from local communities get used to destroy Israeli families. "International supporters have a right to know and Israeli embassies have an obligation to Israel's supporters," says Weisskopf.
